In this contribution, we discuss the emergence of an EU budget space that structures the discussion about the European Union’s Annual Budgets and Multiannual Financial Frameworks. We suggest a two-dimensional structure that captures actor preferences concerning the substance and the magnitude of the budget. In the empirical application we use scaling techniques that uncover a rotation of the two-dimensional European political/ EU budget space. While the standard left-right scale was the salient dimension in previous terms, we find a gradual rotation of the policy space form the 6th to the 9th European Parliament.
