Eurostat - Physical Environmental Accounts 2016
Description:

Since the adoption of the first European Strategy for Environmental Accounting (ESEA) in 2003, European leaders have recognized the important role of environmental accounting as an instrument for sustainable development and for EU environmental policy. Together with the national statistical offices, Eurostat is responsible for reporting environmental accounting. In order to support member states in the preparation of data for environmental accounts, Eurostat is providing manuals, questionnaires and data bases, or conducts pilot studies in individual countries. Respective material is available on the Eurostat website.

Eurostat carries out some of its activities by awarding contracts for the provision of services relating to the various fields of the European statistical programme. This contract is about supporting service on data production and development of physical environmental accounts (Lot 2). Therein, the Institute of Social Ecology is involved in task 2 on economy-wide material flow accounts, which includes the following activities in the year 2016:

  • Development of a calculation tool MFA balancing items, to be included in the Eurostat MFA Questionnaire

Description:

Seit der Implementierung der ersten Europäischen Strategie für Umweltgesamtrechnung (ESEA) in 2003 haben Europäische politische VertreterInnen die Wichtigkeit der Umweltgesamtrechnung als Instrument für nachhaltige Entwicklung und die EU Umweltpolitik erkannt. Eurostat ist, gemeinsam mit den nationalen statistischen Ämtern, verantwortlich für die Berichterstattung. Um die Mitgliedsstaaten in der Aufbereitung der vielfältigen Daten der Umweltgesamtrechnung zu unterstützen, stellt Eurostat Handbücher, Fragebögen, und Datenbanken bereit, oder führt Pilotstudien in einzelnen Ländern durch. Die Materialien dazu sind auf der Eurostat website verfügbar.

Manche der vielfältigen Eurostat Aktivitäten werden an Vertragsnehmer ausgelagert. Dieser Vertrag umfasst unterstützende Leistungen in der Datenermittlung und Weiterentwicklung der physischen Umweltgesamtrechnung (Lot 2). Innerhalb des Vertrages ist das Institut für Soziale Ökologie in den Teilbereich der Materialflussanalyse (MFA, task 2) involviert, im speziellen umfasst das im Jahr 2016 folgende Aktivitäten:

  • Entwicklung eines Berechnungs-Tools für die MFA Bilanzierungsitems, zur Integration im Eurostat MFA Fragebogen
