Cosmopolitan solidarity in the city / Weltoffene Solidarität in der Stadt

Since the 'long summer of migration' (Hess et al., 2016), ambivalent dynamics have become particularly clear: While a large number of actors show solidarity with refugees, right-wing extremist, racist, anti-Muslim and anti-Semitic groups are also coming into the limelight, warning of an imagined 'alienation' of society and demanding borders of belonging (Hill, Schmitt, 2021). 

In this mélange of solidarisation and desolidarisation, solidary alliances are consolidating. They oppose a European policy of isolation and advocate for solidarity cities. The idea of ‘solidarity cities’ is based on the concept of ‘sanctuary cities’ (Bauder, Gonzales, 2018), which has been spreading in the U.S. and Canada since the 1970s. These first approaches focused on undocumented people and strive to give them access to educational institutions, the housing market and medical care. The idea is increasingly spreading in Austria as well. Urban art projects, neighbourhood initiatives and cultural centers develop new impulses for life in a transnationalised society.

The project takes solidarity-based forms of engagement in the Alps-Adriatic region as a starting point and analyses which understandings of solidarity are being developed and with which practices this is being carried into the public sphere. The aim is to generate an overview of solidarity alliances in the Alps-Adriatic region, to conduct qualitative interviews with committed people and to observe solidarity activities in a participatory, ethnographic approach.
