Description: | Ziel des vorgeschlagenen C2DSAS-Projekts ist die Entwicklung neuer, softwarebasierter Verfahren zur operativen Entscheidungsunterstützung, Ressourcenoptimierung und insbesondere ‚Umplanung’ bei geänderten Rahmenbedingungen in komplexen Entscheidungssituationen im Störungs- und Krisenmanagement (z.B. bei Hochwasserkatastrophen, in der Einsatzplanung, bei Terror-Bedrohungen) sowie in der betrieblichen Prozessoptimierung im zivilen Bereich. Im Bereich der Grundlagenforschung sollen neue Verfahren auf dem Gebiet von wissensbasierten Planungssystemen, der Prozessreparatur und -erklärung entwickelt werden. Anwendungsorientierung und Wirtschaftsorientierung werden durch detaillierte Evaluation der technischen Umsetzbarkeit und der dazu notwendigen Rahmenbedingungen bei den öffentlichen Bedarfsträgern erreicht. Die zu erwartenden psychologisch-soziologischen Auswirkungen einer solcherart erweiterten IT-Unterstützung auf menschliche Entscheidungsfindungs¬prozesse in Krisensituationen werden in einer begleitenden Studie analysiert. |

Description: | The C2DSAS project aims at developing innovative, software-based methods in the area of operational decision support, resource optimization, and in particular re-scheduling for complex decision-making processes in crisis and disruption management situations. In the focus of the project are complex decision-making situations that typically arise when damages of natural disasters or terrorist threats and attacks should be minimized by an optimal co-ordination of available civil and military forces and resources. In the area of basic research, new methods should be developed that build upon recent results in knowledge-based planning, schedule repair, and intelligent explanations. With respect to economical aspects and the transfer of research results into industrial practice, the project includes a detailed evaluation of technical feasibility of a medium-term implementation of these new concepts within an existing information system of the governmental partners. The psychological and sociological implications of the existence of such an extended IT-support for decision makers, who have to take decisions in crisis situations are addressed in an accompanying study. |
