REXSECO: Die Bedeutung natürlicher Ressourcen in der Erklärung von Wirtschaftswachstum | |
Beschreibung: | REXSECO untersucht historische Entwicklungen im Ressourcenverbrauch und Technologiewandel industrieller Ökonomien und versucht den Beitrag von Ressourcenverbrauch zu Wirtschaftswachstum über längere Zeiträume zu verstehen. Dies soll eine bessere Basis für stabilere Prognosen über zukünftiges Wirtschaftwachstum and Ressourcenverbrauch bereitstellen. Die zentrale Hypothese von REXSECO ist, dass Ökonomien als Umwandlungssysteme von Material und Energie betrachtet werden; Energie, die in nutzbarer Form an das ökonomische System geliefert wird, bildet neben Kapital und Arbeit ein weiteren Faktor, der wirtschaftliche Entwicklung und vor allem auch Wachstum beeinflusst. Das Projekt besteht aus drei Phasen: „hindsight, insight, and foresight“. Aus Mangel an langfristigen historischen Daten zum physischen Input in Ökonomien beruhen ökonomische Studien meistens auf kurzfristigen Trends und leiten daraus Annahmen über Wachstumsprozesse auf. Daher wird in der ersten Phase des Projektes, „hindsight“, eine makroökonomische Datenbasis für Österreich aufgebaut, die Kapital, Arbeit und Ressourcenverbrauch über einen Zeitraum von 100 Jahren (1900 bis 2000) erfasst. Die Ressourcen, vor allem Energieträger, werden dabei auf verschiedene Nutzungskategorien zugeordnet, darunter Beheizung, Transport, Stromerzeugung etc. In der zweiten Phase „insight“ werden wir historische Veränderungen in der technischen Umwandlungseffizienz von Ressourcen bestimmen, um die produktiven Inputs von physischer Arbeit aus Energieträgern zu quantifizieren. In der letzten Phase „foresight“ werden wir die Variablen (Kapital, Arbeit, Ressourcenverbrauch, Umwandlungseffizienz) in Zeitreihen und in ökonomischen Tests verwenden, um das Model zu kalibrieren. Das Modell stellt dann eine robuste, system-dynamische Repräsentation von Österreich dar, die Zukunftsprognosen über Auswirkungen von Politikentscheidungen ermöglicht und nachhaltige Entwicklung fördert. |

REXSECO: The Meaning of Natural Resources for Explaining Economic Growth. Hindsight – Insight – Foresight | |
Beschreibung: | The purpose of the REXSECO project is to understand and quantify the historical role of natural resource consumption and technological change in generating long-term economic growth in industrialised economies undergoing structural change. By so doing we expect to provide the basis for more robust forecasts of future rates of growth and natural resource consumption to serve as guides for economic and environmental policy makers. The core hypothesis of the REXSECO project is that the economy can be regarded as a materials/energy conversion system, wherein the energy delivered in useful form to the economy is a justifiable factor of production (together with capital and labour). Within this evolutionary non-equilibrium paradigm we suggest that technological progress can be quantified as proportional to the efficiency with of conversion of raw materials (including fossil fuels) into useful work (in the engineering sense) and finished materials. The project consists of three phases: hindsight, insight and foresight. A lack of comprehensive long-term historical data describing physical inputs to the economy means that most economic studies consider only short-term trends and assume underlying growth processes. Therefore the initial hindsight phase will involve the development of a macroeconomic database for Austria describing capital, labour and resource use over a 100 yr period (1900 to 2000). Specifically we will seek to quantify the allocation of resource (especially fuel) consumption among major categories of use (such as industrial or residential heating, transportation, and electricity generation). In the second phase, insight, we will use engineering principles to assess historical technological progress in resource transformation efficiency to quantify the productive physical work inputs from fuels and materials to the economy. In the final phase, foresight, we will extrapolate the underlying variables (capital, labour, resource consumption and conversion efficiency), using time series and econometric tests to calibrate the model. The final output will provide a robust systems-dynamic representation of Austria to facilitate forecasting future impacts of policies to conserve resources and promote long-term sustainability. |
