Description: | Nutzen der MFA für das Treibhausgas-Monitoring im Rahmen eines Full Carbon Accounting Ansatzes (Feasibilitystudie: Diese Feasibilitystudie zielt auf konzeptionelle Verbesserungen im Bereich des nationalen Kohlenstoff-Accountings ab. Kern dieser Verbesserungen soll die Verknüpfung von sozio-ökonomischen Parametern (Daten der Volkswirtschaftlichen Gesamtrechung, VGR) mit sozio-ökonomischen und ökosystemaren Material- und Stoffflüssen sein. Exemplarisch sollen Vorteile und Schwierigkeiten der Kombination zweier etablierten Accountingsysteme, für welche in Österreich bedeutsame Vorarbeiten bestehen, namentlich des "Material Flow Accounting" (MFA) und des "Full Carbon Accounting" (FCA) erarbeitet und dargestellt werden. Anforderungen an ein solches Indikatorensystem sind Vollständigkeit, Anwendbarkeit auf unterschiedlichen Skalenebenen (regional, national, international), Validierbarkeit und Verschiebungsresistenz in Bezug auf Umweltprobleme. Ein solches umfassendes Analyse- und Indikatorensystem kann einen wichtigen und innovativen Beitrag zur Bewertung von Umweltauswirkungen gesellschaftlicher Aktivitäten leisten, z.B. von Entscheidungen in der Umwelt-, Energie-, Agrar-, Forst- und Regionalpolitik und deren Auswirkungen auf die Ressourcenintensität des sozioökonomischen Systems oder einzelner Sektoren. Ziel des vorliegenden Projekts ist vor allem die Darstellung der Politikrelevanz eines solchen Accounting Systems. |

Description: | This feasibility study aims at conceptual advances in the field of national carbon accounting. The combination of socio-economic parameters (e.g. System of National Accounts, SNA) with socio-economic and ecological material and substance flows is a central element of the study. The advantages and intricacies of a combination of two established accounting tools, namely the Material Flow Accountings (MFA) and the Full Carbon Accountings (FCA) to an integrative indicator system will be discussed on the basis of empiric examples. The indicator system will be examined according to its completeness, applicability across scales, validity and resistance towards problem-shifts. Such an integrative indicator system will contribute to the evaluation of environmental consequences of socio-economic activities, or decisions in energy, environmental and regional policy making. The study will particularly focus on the policy-relevance of such an accounting system. |
