"Using the Budget as a reform driver"
Description: Reform processes must be understood as “continuous improvements” in the management of public institutions, possibly but not necessarily accompanied by occasional legal innovations. Therefore the basic features of budgeting as one of the most significant instruments in making public institutions more responsive should be looked at not only from a technical point of view. With reference to two major theoretical streams in public management: the cultural explanations of organisational failures and the theory of public value, we tried to support the view that the potential of the budget as a reform tool is still largely undervalued
